The power conversion efficiency of silicon photovoltaics has been stuck at 25 percent for 15 years but cheap tandem solar cells could affordably boost efficiency.
One cost-effective way to improve efficiency is to build a tandem device made of silicon and another inexpensive photovoltaic material, he said.
"Making low-cost tandems is very desirable," McGehee said. "You simply put one solar cell on top of the other, and you get more efficiency than either could do by itself. From a commercial standpoint, it makes a lot of sense to use silicon for the bottom cell. Until recently, we didn't have a good material for the top cell, then pervoskites came along."
Perovskite is a crystalline material that is inexpensive and easy to produce in the lab. In 2009, scientists showed that perovskites made of lead, iodide and methylammonium could convert sunlight into electricity with an efficiency of 3.8 percent. Since then, researchers have achieved perovskite efficiencies above 20 percent, rivaling commercially available silicon solar cells and spawning widespread interest among silicon manufacturers.
When the Stanford group added perovskite to silicon solar cells whose efficiency was already 17 percent, for example, they measured a much smaller increase in power output, to 17.9 percent.
Even so, perovskites could be a boon for the solar industry. The researchers believe that perovskite-silicon cells will convert over 30 percent of the energy in sunlight into electricity. The technological resources of this power plant were developed by a team and the team consists of a few selected members. This team was led by the chairman of the REC and SP Gon Chodhury. The 1st pilot project is scheduled during this year. Estimated cost of this pilot project was determined around 63,600.MNRE funded to install the Floating Solar Power Plant in Kerala. NPHC has decided to make the best use of wide sketches of the water bodies. Each station may cover around three thousand square feet to generate 20 KW power.
The Indian government has already started installing ten megawatt power plants on the top of several canals. The experts estimated the infrastructure costs as well as the unit costs of this floating power plant. The unit cost of this project will be around 15% lower than the land based projects. By this way, government as well as the energy savings companies is going to save their cash.
While India granted programs for DISP, the project costs are rising at an alarming rate. Landowners are increasing the asking price of many unused lands. However, the govt decided to install the floating solar power plant in Kerala state.
Singapore is planning to build enormous solar plants, but the design is not finalized. The Floating Solar Power Plant in Kerala will be the world's largest floating power plant.
India is also focused on developing the future technology resources. LONG-TERM HYDROELECTRIC AND GEOTHERMAL POWER
Hydroelectric power and geothermal energy provides alternatives to electricity for society needs. It is argued that both forms of energy are destructive to the environment and should not be used. While the concern for the environment is a reasonable question, finding Long-term solutions to provide energy for people and production is also needed. Minimizing the effects of population and development has led to many different techniques, that one day will bring a safe, clean environment.
HYDROELECTRIC POWER
When discussing hydroelectric power, no one can help to think of the Hover Damn. According to Vegas.com (2014), "Named one of the Top 10 Construction Achievements of the 20th Century, Hoover Dam continues to draw crowds more than 70 years after its creation" (Hoover dam description). Hoover Dam is an iconic symbol of the industrial age. For 70 years this dam has provided safe, clean water and electricity to millions of residents in Las Vegas, Nevada from some of the most sediment filled, unsanitary water know. With the Hoover Dam's 17 generators producing 4 billion kilowatts of electricity a year, residents and industry can have power in the middle of the desert.
The Hoover Dam has withstood the test of time, it is known as a reliable source of power. One the disadvantage side of things, the Hoover Dam has come at a cost to both the environment and to people.
According to Jacques (2014), "Take away the dams, and the Cocopa Indians, whose ancestors fished and farmed the Delta for more than a millennium, might have a chance of avoiding cultural extinction. Take away the dams, and the Colorado would again bring its nutrients to the Gulf of California, helping that depleted fishery to recover the status it held a half-century ago as an unparalleled repository of marine life" (para. 10).
The Hoover Dam has poisoned the landscape with salts that once went to the ocean. Hydroelectric power negatively impacts the animal life and plant life throughout the region. The choice to remove the Hoover Dam is a difficult one. The cost of what it is doing to the environment and how it has nearly culturally extinct a Native American tribe has to be weighed out with the benefit made for water and energy to millions of others in Las Vegas.
GEOTHERMAL ENERGY
Geo thermal energy at the personal home front will usually yield a decent amount of usable heat for water and air temperatures in homes, but large-scale systems have some people worried. On Big Island, Hawai'i geothermal activity is clear with their active volcanoes. It is like a candy store to most scientists to understand why volcanoes occur and what they are made of. Some scientist has found the heat given off can be made to provide power, by boiling water to produce steam that will turn turbines.
Hawai'i is also known for the indigenous culture of the islands. Many people throughout the island still practice and believe in their ancestor's words of the gods. Any disruption of the volcanoes in the indigenous eyes would mean catastrophic occurrences that would wipe out all life on the islands. Open venting of geothermal gases and liquids rife with toxic chemicals and heavy metals, poor environmental monitoring, control and reporting, corporate lies, lax oversight has many resident questioning the safety of what is proposed as clean green energy (Clean Technica, 2014). These concerns added to the belief of Pele- the Hawaiian Goddess of Fire has many just wanting the facility gone.
The American government has shown many times that Native interests are not on the top of the list. With the evidence of poor monitoring and the changes that have occurred, it becomes hard not to side with the residents of Big Island. It should also be noted that the gasses vented, naturally occurs as well but on what scale in comparison. Hawaii Electric Light Company generates most of its power through burning of trash and oil, so geothermal is a step in the right direction. Many residents are for the green movement, but believe solar power is where Hawai'i should be focusing on.
CONCLUSION
Hydroelectric power has shown its ability to survive the test of time. Hydroelectric power can give clean water and electric to millions of people, but the cost to the environment and indigenous cultures has been huge and should not go un-noticed. In answer to hydroelectric problem, many scientist hopes geothermal energy may hold the answer to a more modern and safer energy source. My personal view is more money and engineering should go into wind and solar technology. Although solar and wind is not perfect, the harm created by them is much less and far more adaptable to many other areas.

Writing this from Delhi Airport - flight delayed by two hours (AI 764). Just came from meeting by MNRE, Govt of India. In their notification number 5/32/2011-12/ST dated 8th Feb 2012, they had declared New Town as a Solar City. Today I along with Gopal Ghosh, CEO NKDA, Pritam Kumar, Manager NKDA and S.Bhattacharya Director WBREDA presented the Master Plan to be executed under the Solar City Plan. This will be followed by DPRs that will be put up for approval. We have already prepared 12 DPRs which will be posed now that the Master Plan has been approved subject to certain conditions / observations. The Master Plan was assessed by a Committee consisting of Joint Secretary MBRE Tarun Kapur and Director Dr A. Tripathy.
The Master Plan Solar City for New Town strives to reduce the projected energy demand from conventional power sources by two strategies: (1) By using Solar and Renewable Power Sources and (2) By using more energy efficient devices.
The proposal for using canals to lay out solar panels was much appreciated. Other interventions under (1) above included use of Solar water heaters, roof top solar panel installations and replacing standby generators with solar inverters and energy generation from solid waste.
Under (2), proposals included use of LEDs for lighting, use of star rated AC machines and use of motors and fans with energy efficient machines and encouraging green buildings. Necessary changes in building rules will also be brought out. Awareness building will also be made with formation of Eco Clubs involving school students.
The Master Plan is a 5 year strategy.

The 251 million project is one of the largest biomass projects in the nation and will create construction and clean energy jobs. The project follows Governor Doyle's 2008 announcement that Wisconsin would stop burning coal at state-owned heating plants on Madison's Isthmus.
"In 2008, I announced plans to stop burning coal at state-owned heating plants on Madison's Isthmus," Governor Doyle said. "Today, we are breaking ground on the Charter Street biomass plant and taking a major step forward to make this goal a reality. The Charter Street plant will turn a waste stream into clean energy, it will keep energy dollars in our communities, and it will help clean our air and water. This project will create great jobs in Wisconsin and will develop a new biomass market from our great fields and farms."
The Governor's 2009-2011 capital budget included 251 million for the Charter Street project and 25 million to convert the Capitol Heat and Power Plant to natural gas. The Charter Street plant will support local biomass providers and eliminate over 108,000 tons of coal burned every year. In March, the state stopped burning coal at the Capitol Heat and Power Plant - eliminating 4,500 tons of coal burned by the state each year. When the Charter Street project is completed in 2013, the Doyle Administration will have reduced State of Wisconsin coal use by 65 percent.
The Charter Street project is a joint effort between AMEC and Boldt Construction. The plant's coal boilers will first be replaced by natural gas and biomass fuel. The plant will run completely on biomass by late 2013, with the capacity to burn wood chips, corn stalks and switch grass pellets and power 300 local buildings.

De Aar Solar Power's head office team participated in this year's Cell C Take a Girl Child to Work Day(R) campaign by hosting ten Grade 11 girls from Claremont High School. The company, which specialises in operating independent power projects, chose to partner with Claremont High School due to the school's focus on mathematics and science and because the majority of the learners come from disadvantaged backgrounds.
"The school's ethos fits in well with our SED philosophy and these are learners who could potentially go into the power sector one day," said Mark Pickering, General Manager of De Aar Solar Power.
The focus of the programme was to expose the learners to the Renewal Energy Sector, a corporate working environment and to potential job opportunities in the industry. Staff members from each area of the business discussed their roles and what the learners should be interested in, should they decide to pursue a career in that area. In addition, the learners benefited from a demonstration of a rooftop PV system and a presentation on the importance of renewable energy. They were able to put into practice what they had learned during the course of the day by participating in a research project, which they presented to a panel that included the school's Maths and Science Teacher amongst others.
The highlight for many learners was the research project and presentation. Intisar Constant, Grade 11 learner from Claremont High School said, "The whole day was great. I specifically enjoyed the research part of the project. It was engaging and it was nice interacting with people and finding out what they think about Renewable Energy."
"We are pleased that this group of enthusiastic learners have been exposed to the fundamentals of Renewable Energy and that they may possibly consider the industry as a future career option," concluded Pickering

Environmentalists have applauded the decision, and a recent Quinnipiac University poll found that over half of New Yorkers approve as well.

WHY WAS FRACKING BANNED IN NEW YORK? UNCERTAINTIES ABOUT HEALTH IMPACTS
A good portion of New York state sits on top of the Marcellus Shale Formation, whose natural gas reserves have recently become accessible due to advances in fracking technology. These resources are already being actively exploited in neighboring Pennsylvania, but New York has long been hesitant to give the okay to drill. As a result, gas companies have not established presence in the state that they have in other states. And while other states have moved ahead quickly, New York is taking a decidedly more cautious approach.

Why has New York decided that it doesn't need to partake in the shale gas boom, despite abundant resources? The governor's decision to place a moratorium on fracking was implemented as a result of an investigation into the health and environmental impacts of the practice. In December of 2014, the Department of Health released a comprehensive report on the matter. The "Public Health Review of High Volume Hydraulic Fracturing for Shale Gas Development" report concludes that there are "significant uncertainties" about the potential health impacts of fracking, and recommends that it be halted in the state until it can be proven that it poses minimal risk to the public health.
The study investigates a number of areas of potential health hazards associated with fracking:
* AIR QUALITY: Fracking wells can result in emissions of methane (a powerful greenhouse gas), volatile organic compounds and particulate matter.
* WATER QUALITY: Faulty fracking wells could result in leakage of methane and other compounds into drinking water.
* EARTHQUAKES: Some studies have suggested that fracking may be responsible for inducing seismic activity.
* INDIRECT COMMUNITY SOCIAL HEALTH RISKS: The review looks at historic instances of the impacts of rapid growth in extractive industries on local communities; potential negative effects include a detrimental impact on quality of life (more odors, noise, etc) and an increase in social problems.
* LONG-TERM HEALTH IMPACTS: No conclusive studies have yet been conducted to determine if there are any health risks for those living near fracking activities over long periods of time.
The DoH'S conclusion is sound: even as the health impacts of fracking are unclear, we do know that there is no danger posed to the public health by disallowing the practice. Therefore, fracking should be halted until scientific evidence demonstrates that there is no risk - in keeping with the 'Precautionary Principle'. There are a number of studies underway to reduce this uncertainty ("Inspired Economist" has a summary), but it may be years before they are complete. In fact, Department of Conservation minister Joseph Martens, who oversaw the report, has suggested that the ban is unlikely to be revisited anytime soon in light of the large number of health questions which need answering.
HOW WILL THE BAN AFFECT ELECTRICITY PRICES IN NEW YORK?
New York generates a large amount of electricity is by burning natural gas. It is unlikely that this will change in the near future, even with the ban in place. This is because gas can be imported in from other states where fracking is still allowed. And thanks to fracking activities elsewhere in the country, nationally natural gas-generated electricity prices are at their lowest in over a decade. New York, by importing natural gas from outside the state, stands to benefit to some degree from this boom even as it refrains from allowing fracking to further develop its own natural gas resources
However, in the longer term, two things remain in doubt:
* THE FRACKING BOOM IS HELPING TO BRING DOWN NATURAL GAS-FIRED ELECTRICITY PRICES IN THE SHORT-TERM, BUT WILL THE PRICES STAY DOWN? Fracking for natural gas may not be the energy panacea it has been made out to be by its proponents. Gas-fired electricity generation prices are relatively volatile (especially when compared solar and wind electricity prices): Once export terminals are built and US natural gas resources are exposed to the broader global market, it is highly likely that prices will go up.

HOW DOES THE BAN FIT INTO NEW YORK STATE'S FUTURE ENERGY PLANS?
The Wall Street Journal and Forbes have both voiced incredulity about the wisdom of the state's fracking ban - criticizing it a bad move for both jobs and electricity ratepayers. Such comments indicate a lack of imagination when it comes to the future.
And indeed, the state has big-picture energy reform in its sights. The REV (Reforming the Energy Vision) initiative, announced in December of last year, has been set in motion to establish a new keystone energy policy for the state, and will determine the best path for New York to bring its electrical system into the modern age. While this initiative is not part of the same policy initiative as the fracking moratorium, the two complement each other well, moving New York toward a cleaner, more efficient and more affordable electricity system.
A key focus of REV will be to expand 'distributed energy' technologies such as rooftop solar panels and energy efficiency by fostering self-sustaining markets. The state's keystone program for distributed solar power - in place since 2012 - is the NY-Sun initiative. In the 2 years following the launch of NY-Sun, more solar power capacity was installed in the state than the entire decade prior - about 300 megawatts (MW).
While this is a drop in the bucket in terms of the state's total electricity generation capacity, it is nevertheless an important milestone, and solar capacity in the state is set to increase dramatically in the coming years. By 2023 - less than a decade from now - this number is expected to increase 1,000-fold, with 3 gigawatts (GW) installed total.

The primary reason Stan Temple is installing a large solar-panel unit outside his home is environmental.
"It's the right thing to do," Temple said.

Originally, Temple and his wife, Jane Rundell, were going to install the panels before Dec. 31 when a federal tax credit for solar energy was scheduled to expire.
But when Congress passed the Wall Street bailout package last month a rider was added that extended the 30 percent tax credit for eight years and removed its 2,000 cap.
"If your tax burden don't exceed that amount, you'll get a refund," Temple said.
Now Temple is waiting to activate his solar panels until Jan. 1 in order to take advantage of the new legislation.
After the federal tax credit, Temple also will receive a credit from Wisconsin's Focus on Energy program that provides financial incentives for installing renewable energy sources.
And because of a deal he struck with Alliant Energy, he won't even be using the panels to power his home.
"Alliant will buy my solar power for 25 cents per kilowatt hour, and I pay 11," Temple said.Alliant now joins MG&E and We Energies in paying a premium rate for customer-generated solar electricity.

The president avoided a specific policy agenda and instead focused on America's domestic successes.President Obama has outlined energy policy goals in every one of his State of the Union addresses. "We believed we could reduce our dependence on foreign oil and protect our planet. And today, America is number one in oil and gas. America is number one in wind power. Every three weeks, we bring online as much solar power as we did in all of 2008. And thanks to lower gas prices and higher fuel standards, the typical family this year should save 750 at the pump," he said.
If that solar statistic sounds familiar, it was adapted from data on U.S. installations compiled by GTM Research's Shayle Kann. In 2014, there were twenty-two times as many solar installations as there were in 2008.
President Obama's brief comments about energy were part of a broader narrative about how the country had turned around after a "breakthrough year" in 2014.
"Tonight, after a breakthrough year for America, our economy is growing and creating jobs at the fastest pace since 1999. Our unemployment rate is now lower than it was before the financial crisis. More of our kids are graduating than ever before; more of our people are insured than ever before; we are as free from the grip of foreign oil as we've been in almost 30 years," said the president.
The speech differed from previous years, when Obama focused on aspirational targets for clean energy and fossil fuels.
Jennifer Dlouhy, an energy reporter from the Houston Chronicle, compiled quotes on energy and the environment from all six of the president's State of the Union addresses. They show a mixed track record on achieving targets from previous speeches.
In 2009, the president demanded a cap-and-trade bill, and called for a doubling of renewable energy in three years. Renewable electricity actually doubled in two years; however, renewable fuels have largely struggled.
In 2010, he called for more advanced nuclear, a comprehensive energy bill and eliminating tax breaks for fossil fuels. Months later, the cap-and-trade bill flamed out. And although the administration has set aside small amounts of money for nuclear, it has not built a strategy around the technology.
Obama declared 2011 a "Sputnik moment" for energy innovation, setting a goal of putting 1 million electric cars on the road by 2015 and procuring 80 percent of electricity from renewables by 2035. The White House later walked back the EV goal after sales failed to take off as expected. And the government's energy research arm, the Energy Information Administration, later released an analysis showing that America would only get 9 percent of electricity from renewables by 2035 -- an absurdly low assumption, but not a positive message for the White House.
In 2012, the president fully embraced the unconventional oil and gas boom, and used a phrase that roiled environmentalists: "all of the above." On clean energy, he called for a national renewable energy standard, passage of the Production Tax Credit (PTC) for wind, and a comprehensive energy efficiency bill from Congress. The PTC ended up passing, but Congress has done nothing on a national renewable energy law and narrowly failed to pass the Shaheen-Portman efficiency bill last year.
In 2013, Obama stepped up rhetoric on climate change after environmentalists pressured him to talk about the issue during his campaign. He promised to use executive actions to clean up America's energy mix, saying, "if Congress won't act soon...I will." This turned out to be one of the defining pieces of the president's energy agenda. That summer, he detailed his wide-ranging climate action plan, which included EPA regulations on existing power plants.
In 2014, the president was a bit lighter on specifics. He continued using the "all of the above" phrase, and called for a bill that would boost use of natural gas in automobiles. That bill never made it through Congress.
The only policy goal outlined by Obama this year was an infrastructure plan -- seemingly as a way to hedge against his threatened veto of a bill supporting Keystone XL.
"Let's set our sights higher than a single oil pipeline. Let's pass a bipartisan infrastructure plan that could create more than 30 times as many jobs per year, and make this country stronger for decades to come," said Obama.
Other than a brief mention of an infrastructure bill, tonight's State of the Union speech was more about framing the domestic energy boom as part of a recovering America rather than laying out new goals.
The president wrapped up his energy remarks by hailing a recent climate agreement with China that could boost prospects for global climate deal.
"In Beijing, we made a historic announcement -- the United States will double the pace at which we cut carbon pollution, and China committed, for the first time, to limiting their emissions. And because the world's two largest economies came together, other nations are now stepping up, and offering hope that, this year, the world will finally reach an agreement to protect the one planet we've got."

Cargo by ship is the most efficient mode of bringing products to the marketplace. Note that the best site for OTEC is where all those terrible typhoons are generated, just east of the Philippines. One of the benefits of bringing this deep cold water to the surface is a slight cooling so that it would be inevitable that the formation of typhoons would be retarded. Realistically, though, the first few commercial grazing plantships will be located at the equator, for that is where the average surface temperature is universally the warmest, AND NO HURRICANE HAS EVER PASSED ACROSS THE EQUATOR. In addition, there are suggestions that the chemical balance of BR operations could remediate climate warming. That was a co-written paper I presented in Singapore in 1997. It might be indicated that the National Oceanic and Atmospheric Administration(NOAA), a component of the Commerce Department, has historically been sensitive about hurricanes because of past debacles. Representatives from General Dynamics, Lockheed, various Washington, D.C.-based consulting firms, the University of Hawaii, Florida Atlantic University, Johns Hopkins University, and NOAA surmised that a national program to explore the potential of preventing or ameliorating hurricanes was sensible. Groups were formed to identify realistic mechanisms for hurricane prevention, develop computer models to optimize at-sea experiments, recommend a financing plan to implement the program design, build and operate up to 500 floating plantships, and recommend a financing plan to implement the program. My feeling is that nations and companies are just not ready to support a 1.5 billion ocean adventure. Wind turbines have become airborne! An enormous helium-filled wind turbine will soon float over the city of Fairbanks, Alaska to produce enough electricity for more than a dozen families living off the grid. Designed and built by MIT startup Altaeros Energies, the turbine known as BAT-Buoyant Airborne Turbine will hover at an altitude of 1,000 feet for 18 months, catching air currents that are five to eight times more powerful than winds on the ground.

What a great way to raise capital to invest in more secure infrastructure for the country of India. Just think, even a small tax on fossil fuels to pay for the infrastructure needed to grow renewable energy would be astronomical. One of the greatest cost of new renewable energy installation is new infrastructure needed to transfer that power to where it is needed. With the low price that renewables now enjoys the economics would be beneficial to both the generators and the consumer. We have a energy infrastructure that is already at capacity and in many places at the end of use life. This country needs a new energy infrastructure in the worse way even without new generation methods. If one were to take just the calculated cost the fossil fuel economies impact on the environment and apply that to new infrastructure it would pay for itself many times over.

India has managed to generate 2.85 billion in revenue from clean energy cess (taxes) it had introduced in 2010, essentially a coal tax.India's plans to significantly boost renewable energy infrastructure over the next few years has got a shot in the arm as the government recently announced that it has about 2.85 billion in the National Clean Energy Fund. The fund is replenished by a tax on every tonne of coal mined or imported into the country. Since its introduction in 2010, the tax was 50 per tonne for four years, but the new government doubled this tax in its first union budget announcement earlier this year.The National Clean Energy Fund will be used tofinance solar power projects under theNational Solar Mission and set up dedicated transmission lines for renewable energy projects across the country. The funds may also be disbursed to government bodies like the Indian Renewable Energy Development Agency (IREDA), which will further grant loans to renewable energy projects at concessional rates.
The government is also expected to provide viability gap funding to ultra mega solar power projects currently being pursued by various public sector companies and the recently announced canal-top solar power program from the National Clean Energy Fund.India plans to add 100 GW solar power capacity by 2022, an increase by five times over its initial plan announced in 2010. This plan would require a total investment of about 100 billion. Thus, foreign financial assistance in significant amount will be needed in addition to government-led investment. Such international funds have also begun to flow with the World Bank recently announcing debt financing for a 750 MW solar power project.
